Adrian Tembel is an economics and honours law graduate of the University of Adelaide. He began practising corporate and technology law in 1993 at his law firm Thomson Geer. He became a Partner of that firm in 1997 and its Chief Executive Partner in 2009. He is also a part-time Commissioner of the South Australian Productivity Commission and a Director of the Hackett Foundation.

Professor Andrew Dempster is Director of the Australian Centre for Space Engineering Research (ACSER) in the School of Electrical Engineering and Telecommunications at the University of New South Wales (UNSW). He has a BE and MEngSc from UNSW and a PhD from the University of Cambridge in efficient circuits for signal processing arithmetic. He was a system engineer and project manager for the first GPS receiver developed in Australia in the late 80s and has been involved in satellite navigation ever since. His current research interests are in satellite navigation receiver design and signal processing, areas where he has six patents, new location technologies, and space systems, especially those related to extracting water. He is leading the development of space engineering research at ACSER.

Anntonette Dailey brings more than 15 years senior executive capability, working across multiple Government agencies, not for profit and consultancies.
As a chartered engineer, Anntonette was recently the Executive Director at the Australian Space Agency, having commenced as part of the inaugural leadership team in 2018 and was responsible for managing its operating environment, managing stakeholders and was instrumental in the establishment of the Australian Space Discovery Centre, publishing the first three whole of Government State of Space Reports, the financial controller and management of the public affairs, outreach and parliamentary activity.
Anny has always had a soft spot for the space sector, attending space camps at school, presenting to Parliament in 2008 on the need for better space coordination. She is also a major supporter for developing the current and future STEM workforce. Her leadership and passion was recognised by AFR as one of Australia’s 100 most Influential Women and as young graduate of the year by the University of Technology, Sydney.
As a mother to Skye (6) and Flynn (1), Anny enjoys caravanning, renovating and car racing.

William (Bill) Barrett is Senior Vice President of Asia Pacific Aerospace Consultants (APAC) based in Sydney, Australia where he advises space organisations from governments to multinationals to start-ups. He has over 25 years of experience in the Space and Telecommunications industries across all major space sectors including satellite manufacture, satellite communications, ground stations, launch services, space insurance and space policy for companies in the US, Europe, Asia and Australia. He is a longstanding advocate for the Australian space sector as co-founder and long term founding Deputy Chair of the Space Industry Association of Australia (SIAA), member of the SIAA Advisory Board, recipient of the SIAA lifetime service award and participant/advisor in more than 12+ start-up space ventures. He was a member of the Australian delegation for the major UN Space Conference UNISPACE III as an expert advisor on commercial space matters and continues to advise the Federal Government on space including the economic impact of the Australian space sector, launch regulation and safety, human spaceflight, telecommunications and earth observation satellites, space domain awareness and space workforce development. Bill is recognised as a key thought leader in Australian space workforce development for his major contributions in identifying the breadth of current Australian space skills, skills shortages and future needs. He is a key author of the 2021 SmartSat CRC Space Industry Skills Gap Analysis, where he led the study and the development of the Australian Space Skills Taxonomy, a key architect and author of the 2023 South Australian Space Industry Skills Demand Study, and presents regularly on this crucial topic at multiple conferences and seminars.

Dr. Malcolm Davis joined ASPI as a Senior Analyst in Defence Strategy and Capability in January 2016.

Prior to this he was a Post-Doctoral Research Fellow in China-Western Relations with the Faculty of Society and Design at Bond University from March 2012 to January 2016, and he currently retains an Honorary Assistant Professor position in the Faculty. He has worked with the Department of Defence, both in Navy Headquarters in the Strategy and Force Structure area, and with Strategic Policy Division in the Strategic Policy Guidance and Strategic External Relations and Education sections from November 2007 to March 2012. Prior to this appointment he was a Lecturer in Defence Studies with Kings College London at the Joint Services Command and Staff College, in Shrivenham, UK, from June 2000 to October 2007. He holds a PhD in Strategic Studies from the University of Hull as well as two Masters degrees in Strategic Studies, including from the Australian National University’s Strategic and Defence Studies Centre. His main research focus is on defence strategy and capability development, military technology, and the future of warfare.

Dr Scully-Power qualified for very high altitude full pressure suit flying at Edwards Air Force Base, and was a flight crew instructor in the NASA Astronaut Office, Johnson Space Center, Houston Texas, where he became Australia’s first astronaut flying aboard Challenger on the 13th mission of the Space Shuttle

Raydon was appointed as the Defence Advocate for Western Australia in August 2017. Reporting directly to the Minister for Defence Issues he provides independent advice and assistance to the Western Australian Government in promoting WA’s defence industry capability. As well as providing strategic advice to Government on defence matters, in the role of Defence Advocate, he provides advice to the Minister and Defence West to enable WA to secure a greater share of work in naval shipbuilding and other capability streams through actively promoting WA’s capability and capacity,

He also holds a number of additional non-executive and pro-bono director positions: QinetiQ Australia, Elbit Systems Australia, Cablex, MicroSecure, New South Wales Centenary of ANZAC Advisory Council, University of NSW Canberra Advisory Council and University of Adelaide Research Unit on Military Law and Ethics.

Most recently, after six years as Chief Executive of Lockheed Martin Australia and New Zealand he retired from Lockheed Martin in January 2017. Under his leadership Lockheed Martin enjoyed significant growth in Orders and Sales plus doubled the Australian and New Zealand workforce. Major acquisition wins included the MH-60 Romeo helicopter, confirmation of 72 F-35 Joint Strike Fighter, ADF Pilot Training Program and Combat System for the Future Submarine.

Prior to Lockheed Martin he served in the Royal Australian Navy for 37 years retiring in 2008 as a Rear Admiral. A seaman officer, his sea service culminated with the command of two guided missile frigates. His flag officer appointments include the inaugural Commander of the Australian Defence College, Maritime Commander Australia (including operational service during the 2003 Iraq war), and Defence Attaché and Head Australian Defence Staff in Washington DC.

In his post navy career Raydon was the CEO of the Kokoda Foundation and a private consultant working in the Defence Industry and National Security areas. He also had mentoring/coaching roles in Leadership and Strategic studies at the Australian Defence College.

Raydon has been awarded a Masters Degree in Business Administration (Monash), a Graduate Diploma in Strategic Studies, and a Diploma of Company Directorship. He is a graduate of a number of strategic leadership management programs from Mt Eliza (Victoria) Management College, Australian Graduate School of Management, Oxford University and Harvard University.

His honours and awards include his appointment as an Officer in the Order of Australia, the Conspicuous Service Medal, the United States’ Legion of Merit and the French Order of Maritime Merit. He has also been appointed as a Honorary Fellow of Monash University.

He is a native of Western Australia and with his wife Alison is presently residing in the ACT.

He is a member of the Royal Society of NSW; and, the International Institute of Space Law where he contributes frequently to research on space traffic management and the regulation of orbital mechanics. Thomas is listed as an inventor on six patents, and most recently served as a project manager in the emerging technologies branch of the NSW Government where he undertook trials of space-based asset management methods, as well as road and rail safety trials.

Thomas has also previously worked on software projects and start-ups related to machine learning, worked in private equity, served as a Ministerial Advisor on emergency services and road safety, and was a business coordinator for the COVID-19 response team for Transport for NSW during the COVID outbreaks in NSW throughout 2020.
