For decades, advantage in space has been dependent on ownership. If you could build it and launch it, you controlled it.
Access to orbit was rare. Systems were expensive. Capability sat with a small group of governments that could afford to build and launch it themselves.
That model is fading.
Space hasn’t become simple, but it has become accessible. Launch is more routine. Satellites are cheaper, smaller, and far more numerous. And much of what once defined national power now sits in commercial systems, available at scale.
That presents a clear opportunity, but only if it can be effectively used.
Access is not the same as advantage anymore.
Australia already has access to a broad range of space-enabled capability through allies, commercial providers, and a growing sovereign capability. Data is not in short supply. Nor, increasingly, is capability.
The difficulty is turning all this into something coherent and usable.
We often see the same pattern repeatedly: capable systems developed separately, then stitched together as afterthought. Data exists but doesn’t flow easily or automatically. This is because integration is treated as a final step, rather than designed from the beginning.
It works – but only up to a point. It doesn’t always scale well, nor does it keep pace with how fast this sector is moving.
Advantage is lost in the gap between what exists and what can actually be used.
This is why the conversation on sovereignty in the space sector needs to shift. We instinctively equate sovereignty with ownership: the more we build ourselves, the stronger we are.
In space, that is no longer a fully accurate equation.
The systems that underpin modern capability are inherently interconnected, spanning national, allied, and commercial providers. Attempting to replicate this ecosystem domestically would be challenging and expensive and would limit access to the scale and innovation shaping this sector.
The better approach lies in integration across the ecosystem and control where it really matters.
There is no doubt that some capabilities require assured access and sovereign control for reasons of security, resilience, and decision making. These should be sustained.
But beyond this, strength comes from being connected, not isolated.
This requires a more deliberate integration approach.
Integration must be designed in from the outset. Baked into system architectures, data standards, the way requirements are specified and capabilities procured, operated, and sustained. Otherwise, coherence is added on later at greater cost and with less effect. If it is truly effective at all.
This approach doesn’t hold up in a market that is moving quickly.
Commercial providers are constantly shifting expectations of cost, performance, and responsiveness. Systems designed for stability risk becoming outdated almost as soon as they are delivered. Flexibility is not optional – it is essential.
This is not just a technology problem. It is an engineering and delivery challenge that sits across systems, data, and operations.
For industry, the implication is clear. Capability that is not designed to be integrated will struggle to find a role at scale. The market is moving toward systems that work together, not stand-alone products.
Government sets the conditions for that shift. Procurement and commercial models, standards, and long-term signals either enable integration or make it harder than it needs to be.
Australia does not face a lack of access in space. It faces a lack of coherence.
And in an environment where capability is becoming more abundant, that matters.
The countries that will get ahead are not those trying to own every part of the system. They will be the ones that can bring it together by pulling capability from across national, allied, and commercial sources and turning it into something usable, quickly.
Integration is not a supporting function. It is a core capability.
And it’s the capability that makes everything else matter.
