ICEYE lands first Scaleup Europe Fund investment in landmark €1bn funding round

European space intelligence company ICEYE has secured the first investment from the European Commission-backed Scaleup Europe Fund, as the Finnish technology company joins a €1 billion ($1.6 billion) financing round.

ICEYE has secured the first investment from the European Commission’s Scaleup Europe Fund, with the European sovereign intelligence company becoming the first major beneficiary of the new €5 billion ($8.2 billion) fund established to help Europe’s most strategically important technology companies scale globally.

The Scaleup Europe Fund co-led ICEYE’s Series F financing, which forms part of a broader €1 billion ($1.6 billion) funding round. The Series F includes €450 million ($736 million) in primary capital and values ICEYE at more than €10 billion ($16.4 billion).

The investment represents an early test of Europe’s new strategy for closing its longstanding growth capital gap and retaining strategically important technology companies within the European industrial and innovation ecosystem.

 
 

Founded in Finland in 2014, ICEYE has emerged as a global leader in space-based intelligence, operating one of the world’s largest synthetic aperture radar (SAR) satellite constellations.

Unlike conventional optical Earth observation satellites, SAR systems can collect imagery day and night and through cloud cover, providing governments and commercial customers with persistent intelligence across a range of defence, security, environmental and emergency management applications.

ICEYE currently provides end-to-end sovereign satellite systems to seven European governments and has rapidly expanded its European footprint, with significant operations across Finland, Poland, Spain and Greece, alongside recently established entities in Germany and Portugal.

The company has also demonstrated its ability to rapidly deliver sovereign space capabilities, providing Poland with a fully operational sovereign satellite capability less than 12 months after the signing of its contract.

The latest investment comes as European governments increasingly seek sovereign access to intelligence from space amid growing concerns over strategic dependence on non-European technology providers and the need for resilient national security infrastructure.

For ICEYE, the new capital will support the continued expansion of its sovereign intelligence capabilities and international footprint as demand for persistent, space-based intelligence grows.

The investment is also significant for the Scaleup Europe Fund, which has been established to provide growth capital to high-potential European technology companies operating in strategically important sectors.

The fund is targeting approximately €5 billion and is designed to help European companies scale internationally while remaining anchored in Europe. Its investment priorities include artificial intelligence, quantum computing, dual-use technologies, clean energy, space technology, biotechnology and medical innovation.

Victor Englesson, partner at EQT and co-head of the Scaleup Europe Fund, said ICEYE represented the type of strategically important European technology company the fund was created to support.

“Our first investment reflects exactly what the Scaleup Europe Fund was created to support: ambitious European founders building globally competitive companies in strategically important technologies.”

ICEYE co-founder and CEO Rafał Modrzewski said the company welcomed EQT as a long-term partner as it continued expanding its sovereign intelligence capabilities.

“Europe has the talent, technology and ambition to build globally leading companies in strategically important industries. Our own journey reflects that.”

The European Commission is a founding investor in the Scaleup Europe Fund, alongside a consortium of European institutional and private investors. The Commission has committed €1 billion ($1.6 billion) to the fund, which is being managed on a market-based basis by EQT.

European Commission President Ursula von der Leyen said the fund was intended to ensure European scale-ups could access the capital required to become global technology leaders.

“When Europe invests in its innovators, Europe invests in its future.”

The ICEYE investment comes as European governments accelerate efforts to build sovereign space and defence capabilities, with commercial space companies increasingly providing technologies once dominated by government agencies and traditional defence contractors.

With its combination of SAR satellite infrastructure, sovereign intelligence systems and data analytics, ICEYE sits at the intersection of the rapidly converging space, defence, intelligence and commercial technology sectors.

The company’s latest funding round is therefore not only a major milestone for ICEYE but an early demonstration of Europe’s ambition to turn its technology companies into globally competitive strategic industries while strengthening the continent’s technological sovereignty.
